An Alabama employment agency that sent 70 laborers and construction workers to job sites in that state in the aftermath of Hurricane Katrina says the men were sent home after just two weeks on the job by employers who told them "the Mexicans had arrived" and were willing to work for less. Linda Swope, who operates Complete Employment Services Inc. in Mobile, Ala., told The Washington Times last week that the workers -- whom she described as U.S. citizens, residents of Alabama and predominantly black -- had been "urgently requested" by contractors hired to rebuild and clear devastated areas of the state, but were told to leave three job sites when the foreign workers showed up. "After Katrina, our company had 70 workers on the job the first day, but the companies decided they didn't need them anymore because the Mexicans had arrived," Mrs. Swope said. "I assure you it is not true that Americans don't want to work. "We had been told that 270 jobs might be available, and we could have filled every one of them with men from this area, most of whom lost their jobs because of the hurricane," she said. "When we told the guys they would not be needed, they actually cried ... and we cried with them. This is a shame." Mrs. Swope said employment agencies throughout Alabama, Louisiana and Mississippi faced similar problems, when thousands of men from Mexico and several Central and South American countries -- many in crowded buses and trucks -- came into the three states after Katrina, looking for employment and willing to work for less money. The number of foreign workers who flooded the area after the hurricane has been estimated at more than 30,000. Many of them have been identified by law-enforcement authorities and others as illegal aliens. The Gulf Coast Latin American Association noted in a report that whether those workers will remain after the cleanup work is completed is not clear, but the longer those jobs last, the more likely it is that the workers will settle permanently. After Hurricane Andrew hit southeastern Florida in 1992, the association said, the construction boom attracted large numbers of Hispanic immigrants to several areas, including Homestead, Fla., where the Latino population doubled during the 1990s. Many of the illegal aliens came into the Gulf Coast states not only from south of the border but also from California, Arizona and Texas, responding to the demand for workers. U.S. Border Patrol officials in the three states have reported an increase in the number of illegals apprehended. Some of the migrants who did get jobs in the Gulf states also were mistreated, records show. Two class-action lawsuits are pending in federal court in New Orleans in which thousands of migrant workers said they never were paid, although many worked 12-hour shifts, seven days a week and were required to remove toxic contamination from hurricane-ravaged buildings. Some of the named companies were working on contracts from the Federal Emergency Management Agency (FEMA) and other government agencies. Government estimates put at 400,000 the number of jobs lost in the Gulf region as a result of Katrina, which displaced more than 1.5 million people, and many of those workers left the area to seek employment elsewhere because available construction, laborer and cleanup jobs in Alabama, Louisiana and Mississippi had been filled by foreign workers, including illegal aliens. President Bush last week signed the Katrina Emergency Assistance Act of 2006, which extended for 13 weeks unemployment compensation benefits to more than 140,000 residents of the Gulf states who were displaced from their jobs by Katrina. Their benefits, funded by FEMA, had expired March 4. Would-be employers in Alabama, Louisiana and Mississippi, awash in cleanup and reconstruction jobs, faced little in the way of legal problems in hiring the illegal aliens after Katrina because the Department of Homeland Security temporarily suspended the sanctioning of employers who hired workers unable to document their citizenship. Mr. Bush also had suspended the Davis-Bacon Act, which requires local contractors to pay "prevailing" wages, in the areas hit by Katrina to encourage reconstruction and cleanup. "The men we sent to jobs in Alabama were local fellows looking for work, men who needed jobs," Mrs. Swope said.

"After driving 50 miles to the work sites where they had been promised $10 an hour, they discovered the employers had found substitutes who were willing to work for less."

Triple shooting tied to illegal immigrant smuggling

Detectives are investigating whether a triple shooting that left two men dead in Moreno Valley was tied to a "drop house" used to smuggle illegal immigrants into the United States.
The shooting occurred about 6:15 p.m. Thursday in the 21000 block of Bay Avenue. One victim died at the scene. A second was taken to a hospital, where he was pronounced dead, the Riverside County Sheriff's Department said.
While investigators were at the scene, they discovered a third victim who had run to a nearby store after he was wounded, Deputy Melissa Nieburger said.
The man was taken to a hospital. His condition was not known.
The Press-Enterprise said the surviving shooting victim claimed that a "coyote" who had smuggled him and others into Moreno Valley opened fire after demanding money for his efforts.
No suspects were in custody. Detectives were at the scene Thursday night interviewing witnesses and gathering evidence.

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

Mexico Promotes Free U.S. Healthcare For Illegal Immigrants

Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.

Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.

The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.

The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.

In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.

The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.

Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

The open-borders lobby is wailing about Pres. Obama's health care compromise, and that seems like it should be good news on the immigration front.

They say the President is leaving all illegal aliens out of the plan. And they are calling on their activists to phone the White House to demand that illegal aliens be included.

Pres. Obama's printed outline of changes doesn't mention immigration status at all. That certainly alarmed us at first.

You may recall that the President promised last summer that illegal aliens will not be included in any part of a new national health care plan. The Senate followed that for the most part in the bill it passed (as opposed to the House bill which is wide open for illegal-alien use).

Our NumbersUSA experts on the Hill have told me that they believe the Senate bill remains operative except in the cases of changes outlined by Obama this week. That should mean that illegal aliens are excluded.

That seems to be the same conclusion over at the National Council of La Raza:

La Raza's action alert vilifies Obama's plan for requiring verification of a person's eligibility to have access to the government health coverage.

The pro-Amnesty, pro-illegal-immigration National Council of La Raza continued its recent attacks on Obama:

Hospital Falters as Refuge for Illegal Immigrants

ATLANTA — Each had crossed the border years before, smuggled across the desert by a coyote, never imagining the journey would lead to a drab and dusty clinic on the ninth floor of Grady Memorial Hospital in Atlanta.
Some knew before the crossing that they had diabetes or lupus or high blood pressure, but it was only after they arrived that their kidneys began to fail. To survive, they needed dialysis at a cost of about $50,000 a year, which their sporadic work as housekeepers, painters and laborers could not begin to cover.
And so they turned to Grady, a taxpayer-supported safety-net hospital that would provide dialysis to anyone in need, even illegal immigrants with no insurance or ability to pay. Every Tuesday, Thursday and Saturday morning, the 15 or so patients would settle into their recliners, four to a room, and while away the monotonous three-hour treatments by chitchatting in Spanish.
That all changed on Oct. 4, when the strapped public hospital closed its outpatient dialysis clinic, leaving 51 patients — almost all illegal immigrants — in a life-or-death limbo.
For Grady, which has served Atlanta’s poor for 117 years, it was an excruciating choice, a stark reflection of what happens when the country’s inadequate health care system confronts its defective immigration policy.
Like other hospitals, particularly public hospitals, Grady has been left to provide costly treatments to nonpaying illegal residents who most likely could not have obtained such care in their home countries. American taxpayers and health care consumers have borne the expense.
Over time, the mounting losses have compromised Grady’s charitable mission, forcing layoffs, increases in fees and the elimination of services.
“Years and years of providing this free care has led Grady to the breaking point,” said Matt Gove, one of the hospital’s senior vice presidents. “If we don’t make the gut-wrenching decisions now, there won’t be a Grady later. Then, everyone loses.”
But for the dialysis patients, the sudden end to their reassuring routine has prompted a panic.
“We didn’t know what to do,” said Ignacio G. Lopez, 23, who had been sustained by the clinic for more than three years. “We can pass away if we stay like two weeks without dialysis. They were just sending us out to die.”
The chairman of Grady’s recently reconstituted board, A. D. Correll, has said the hospital would not let that happen. “We made a commitment right up front that people are not going to die on the street because of these actions,” said Mr. Correll, a former chairman of the Georgia-Pacific Corporation and a prominent civic leader here.
Soccer and Telenovelas
In fact, the future for many of the patients remains uncertain. Like most of the country’s estimated 11 million illegal immigrants (!!!! ADJUST THESE FIGURES FOR THE REALITY OF 40 MILLION ILLEGALS !!!), they have little access to continuing health care, a reality not addressed by the legislation now under discussion in Washington.
Across the years, the Grady dialysis patients had forged a community, a family, really, of people who share a history and language, as well as a life-threatening condition. As the machines cleansed the toxins from their blood, they would talk about the scarcity of work, the ruthlessness of their disease and their hopes for a transplant. Some would sleep, while others crooned folksongs to drown out the snores.
Any given morning might find Mr. Lopez bickering with Fidelia G. Perez about whether to watch their soap operas, or telenovelas, in English or Spanish. From another chair, Rosa Lira, a frail grandmother, would look up from her prayer book to boast of the previous night’s exploits by Club America, her favorite Mexican soccer team. Rosa Palma de Gamez, from El Salvador, would grin when Ismael Sagrero arrived with his trademark greeting — “Hola-hola!” — which had become his nickname.
Now the patients are trying desperately to figure out their next steps.
With limited exceptions, illegal immigrants are ineligible for public insurance programs like Medicaid and Medicare and often cannot afford private coverage. When major illness strikes, they have few options but to go to emergency rooms, which are required by federal law to treat anyone whose health is deemed in serious jeopardy.
Officials at Grady, which will provide more than $300 million in uncompensated care this year, estimate that as many as a fifth of its uninsured patients are illegal immigrants. Although the numbers are elusive, a national study by the RAND Corporation concluded that illegal immigrants account for about 1.3 percent of public health spending.
The recession has prompted some state and local governments to pare programs that benefit illegal immigrants. And although illegal immigrants may account for about seven million of the country’s 46 million uninsured, the health care bills being negotiated by Congress exclude them from expansions of subsidized public insurance. (The House bill that passed on Nov. 7 would allow illegal immigrants to buy policies at full cost on government-run exchanges, while legislation being considered in the Senate would forbid it.)

Calling it “a horrible situation,” Mr. Correll said that governments at all levels had decided that immigrants were not their problem. “But somehow,” he said, “they’ve become Grady’s problem, which seems totally unfair.”
Some of the Grady dialysis patients have chosen to return to their countries, encouraged by the hospital’s offer of free airfare, cash payments, three months of paid dialysis and assistance in seeking insurance or other long-term remedies. Others are trying their luck in states where Medicaid policies may be less restrictive.
But most remain in Atlanta, taking full advantage of a last-minute offer by the hospital, in response to a lawsuit, to pay for three months of dialysis at commercial clinics. They are hopeful that the reprieve will buy time for the lawsuit to progress or for private dialysis providers to take them as charity cases.
What they fear, however, is that their already fragile lives will soon be reduced to a frenzied search for their next dialysis, most likely in an emergency room after a descent into crisis.
Looking for a Better Life
They need only look to Ms. Perez to see what the future may hold.
After hearing that the clinic would close, Ms. Perez, 32, set out for Alabama on Sept. 6 because cousins told her they might be able to procure dialysis there. Grady was not yet offering its deal for three months of treatment, and instead gave her $1,300, enough to cover dialysis for a week or two.
Ms. Perez said the money was quickly spent on rent, food and transportation. After going without dialysis for 16 days, she walked into an emergency room near Birmingham, which found that the potassium levels in her blood were high enough to require immediate filtration. Eight days later, she did the same at another Birmingham hospital.
“They said this was the first and last time they would help me,” she said. “They told me I didn’t have any right to be there.”
She went back to the first hospital, where she was dialyzed again, and then found a third hospital that was willing to provide three treatments. A doctor there tried to find a private dialysis clinic that would accept her but came up empty, she said.
So she returned to Atlanta on Oct. 11, and underwent one more emergency treatment before agreeing to fly home to Mexico with assistance from Grady and a California company, MexCare, that the hospital has hired to help repatriate interested patients.
Ms. Perez’s parents live in Mexico and can care for her, but in many cases the patients’ families and sources of support are in the United States. Some do not want to uproot their American-born children, or abandon their spouses or jobs. Often they do not trust the quality or availability of dialysis in Latin America.
Like other patients, Adolfo D. Sanchez, 31, said he was astonished to learn when his kidneys failed in 2004 that Grady would provide him ongoing dialysis without charge. A subsistence farmer in Mexico, he said he had paid a coyote $1,500 in 2001 to lead him on an eight-day trek across the Arizona border to Phoenix and then to Atlanta, where his sister had settled.
Three years later, while working in construction, he found he could not keep down the small tacos he ate for lunch. A local clinic referred him to Grady, which diagnosed his kidney failure and placed him on dialysis.
“No place in Mexico would have offered dialysis for free,” he said, sitting in the spare apartment he shares with his girlfriend and their 13-year-old son. “It was better to be here. I am really grateful that this is possible in this country, because if I were in my country I would already have died”
Bertha A. Montelongo, a 59-year-old widow who said she entered the United States illegally in 2005, started having seizures and shortness of breath about a month after arriving in Atlanta.
“I came to look for a better life,” she said, “but then I became sick, and that was it.”
A diabetic, Ms. Montelongo has survived for four years on dialysis, but lost her vision last December. That has made her dependent on her daughter, who baby-sits and sells homemade tamales; her son-in-law, an out-of-work landscaper; and her granddaughters. They live in a rented house in the suburbs where the mantel is lit with votives.
For a blind woman, returning to Mexico, where few family members remain, is not an option, Ms. Montelongo and her family said.
“All the people here on dialysis think the same thing,” said her daughter, Letecia. “They all think that if they go back to Mexico, they will die sooner. In Mexico, it’s different. There, you have to pay.”
Creating a Crisis on Purpose
It has been different for the 25 or so United States citizens who were patients at the dialysis clinic. They were either already on Medicare or about to become eligible, and are thus being readily treated by private dialysis clinics. After a three-month waiting period, the federal insurance program covers anyone with end-stage renal disease, regardless of age, and pays 80 percent of the cost of dialysis.
But illegal immigrants are not eligible for Medicare, and legal immigrants must wait five years to qualify. A few states use emergency Medicaid programs to cover ongoing dialysis for certain illegal immigrants, but Georgia discontinued the practice in 2006.
That sent waves of uninsured dialysis patients from across the region to Grady, which is supported by direct appropriations from Fulton and DeKalb Counties, ostensibly to care for their own residents. The hospital lost $3.5 million on the dialysis clinic last year, said Mr. Gove, the Grady spokesman. Its 88 dialysis patients accounted for a 10th of total losses at a hospital with more than 800,000 patient visits a year, he said.
The board acted, Mr. Correll said, because Grady’s dialysis equipment had become obsolete, requiring heavy investment. It was evident, given that so many patients were undocumented and uninsured, that the losses would never stop.
“It was just financially hopeless,” Mr. Correll said. “For every vacancy that opened up, another nonpaying patient would walk in the door, so it was going to last forever.”
Mr. Correll said the hospital “had to precipitate a crisis” in the hope that other hospitals, dialysis centers and governments might pitch in.
Each of the remaining patients has signed an agreement stipulating that Grady will pay for private dialysis provided by Fresenius Medical Services for no more than three months, Mr. Gove said. The patients agreed to work with the hospital during that period to devise long-range plans for their care, possibly including repatriation.
What Grady has not told the patients is that its contract with Fresenius, which sets a price of $280 per treatment, covers their care for up to one year. Mr. Gove said the contract gave Grady the flexibility to continue paying for patients who fail to make other arrangements by Jan. 3. But he said the hospital’s offer to arrange repatriation would end at that point.
“As patients, they are ultimately responsible for their care,” Mr. Gove said.
The hospital’s agreement with MexCare, obtained through a state open records request, calls for Grady to pay $18,000 for every patient relocated — $6,750 in travel expenses and escort fees, a $750 administrative fee, and payment for 30 dialysis treatments at $350 each.
Two years ago, the Grady board, then dominated by political appointees, undercut its chief executive’s plan to close the dialysis clinic. The new board, now led by business leaders, hopes to save the hospital by convincing corporations and other potential donors that its fiscal discipline is worthy of support.
Mr. Correll said closing the dialysis clinic was “important to the future financial and operational success of Grady, because people have confidence now that the board will make a tough decision if it has to, and do it in the most humane way possible.”
When Mr. Lopez first showed up at Grady in 2006, five years after he had crossed into Arizona at age 15, his disease had turned his skin a pallid gray. The doctors told him he was lucky he had not waited another day.
The charge for the initial hospital stay ran to $40,000; he said his stack of bills now totaled more than $100,000. “I try to pay little by little,” he said, “but I’m never going to finish.”
He said he had never expected such generosity from American health care, calling it “very humane.” After each dialysis treatment at Grady, he said, he would thank the nurses.
“You saved my life,” he would tell them. “One more time, you saved my life.”

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

I'm a social worker and there is a lot of truth to that headline.
If the children of illegal aliens were counted as illegal also rather than Americans because they were born here, you would see the real cost of their presence.
For instance
A poor illegal has two children and they go to school in LA-there's ten grand apiece right there, per year
because they are poor AMERICANS they get free health care. I don't, my wife doesn't and you probably don't either.
BUT
they do send billions back to Mexico every year.
The hospital where I work got stiffed for $20,000,000 bucks last year and a lot of that was from illegal aliens. How do I know that?
Because I'm the social worker and it is my job to try and help them.

I have to say that even the liberals are getting tired of paying for the illegals and what they pay in sales tax or property tax through rent is minimal compared to what they cost in terms of educating their kids, medically caring for their kids and now even feeding their kids at school.
The only folks left with an American dream are the illegals.
For them it can only get better. And for us, it can only get worse.

This report comes on the heels of a separate report by U.C. San Diego that shows tougher border security efforts aren’t deterring illegal entries to the United States.

A swelling tide of money could put the business group in a better position to sway elections.

The U.S. Chamber of Commerce is building a large-scale grass-roots political operation that has begun to rival those of the major political parties, funded by record-setting amounts of money raised from corporations and wealthy individuals.

The chamber has signed up some 6 million individuals who are not chamber members and has begun asking them to help with lobbying and, soon, with get-out-the-vote efforts in upcoming congressional campaigns.

The chamber's expansion into grass-roots organizing -- coupled with a large and growing fundraising apparatus that got a lift from Supreme Court rulings -- is part of a trend in which the traditional parties are losing ground to well-financed and increasingly assertive outside groups. The chamber is certainly better positioned than ever to be a major force on the issues and elections it focuses on each year, analysts think.

The new grass-roots program, the brainchild of chamber political director Bill Miller, is concentrating on 22 states. Among them are Colorado, where incumbent Democratic Sen. Michael Bennet is vulnerable; Arkansas, where Democratic Sen. Blanche Lincoln faces an uphill reelection battle; and Ohio, where the chamber sees opportunities in numerous House races and an open Senate seat.

The network, called Friends of the U.S. Chamber, has been used to generate more than a million letters and e-mails to members of Congress, 700,000 of them in opposition to the Democratic healthcare plan. That is an increase from 40,000 congressional contacts generated in 2008.

What makes the initiative possible is a swelling tide of money. The chamber spent more than $144 million on lobbying and grass-roots organizing last year, a 60% increase over 2008, and well beyond the spending of individual labor unions or the Democratic or Republican national committees.

The chamber is expected to substantially exceed that spending level in 2010.

The chamber's expanding influence is worrisome to top officials in the White House -- including Chief of Staff Rahm Emanuel, who has expressed concern about the chamber in the past, and senior advisor Valerie Jarrett, who tried to build direct contacts with company executives last fall when the chamber was fighting the administration's legislation to regulate carbon emissions.

Several companies, including Pacific Gas & Electric and Apple, left the chamber over its stance on climate policies, but since then many more firms have joined and made substantial contributions, chamber President Tom Donohue said.

Amassing cash

Two major factors are driving the chamber's growing success in fundraising.

First, President Obama and Democratic majorities in both houses of Congress have alarmed a widening circle of business leaders with their calls for greater government involvement in healthcare, tighter federal regulation of the financial industry and legislation to help unions organize workers, among other issues.

Second, the recent Supreme Court ruling that corporations have a free-speech right to spend money to help elect or defeat candidates not only struck down a century of laws limiting such spending, but it also made many business executives feel more comfortable about using corporate money for political purposes.

Industries that are the most directly affected by Washington policies and regulations -- pharmaceuticals, for example -- have always spent lavishly on lobbying and politics. But many others have held back, deterred by concern over violating the complex laws on campaign spending and by a general sense that putting money into politics might open companies to criticism.

The Supreme Court decision appears to have allayed those concerns, according to corporate lawyers and others involved in the process.

"In the past a lot of companies and wealthy individuals stood on the sidelines," said Robert Kelner, who heads the Election and Political Law Practice Group at Covington & Burling, one of Washington's most influential corporate law firms.

"In just the last election, we had the spectacle of John McCain threatening to prosecute his own supporters if they spent their money on outside groups that ran advertising in the presidential race.

"That cloud has been lifted," he said.

Anonymity

Using trade associations such as the chamber as the vehicle for spending corporate money on politics has an extra appeal: These groups can take large contributions from companies and wealthy individuals in ways that will probably avoid public disclosure requirements.

The chamber has developed that into something of a specialty: Under a system pioneered by Donohue, corporations have contributed money to the chamber, which then produced issue ads targeting individual candidates without revealing the names of the businesses underwriting the ads.

At the chamber, officials contend that rising donations are less the result of the recent Supreme Court ruling than they are of a 5-4 decision in 2007 in which the court ruled it was unconstitutional to ban issue-related advertising close to an election.

As a result of that ruling, the chamber was able to spend $1 million on so-called issue ads in the final days of the Massachusetts Senate race in January to help elect Scott Brown, the state's first Republican senator in decades.

As ominous music played in the background of one of the ads, a moderator intoned: "Washington politicians continue to fail us. More spending and fewer jobs. Scott Brown . . . supports measures that hold spending and cut taxes. . . . Call Scott Brown. Thank him."

Powerful as the effect of such advertising could be, the chamber and its allies expect the next big expansion of influence will come in street-level organizing and voter turnout operations.

Miller, a former chief of staff to a GOP lawmaker and co-owner of a restaurant in Washington's tony Georgetown section, built up the chamber's grass-roots organization in 2008 and expanded it in 2009 with the help of consulting firms.

Studying magazine subscriptions, voter registration and consumer buying habits, the consultants built a list of potential allies in 122 key congressional districts.

Individuals were invited to join the Friends of the U.S. Chamber initiative and were promised updates and special insights on Washington. They were then "activated," asked to write letters or call Congress on a particular issue or get involved in events in the districts.

Miller said the so-called activation rate was "roughly equivalent" to the rate claimed by Organizing for America, the network known as Obama for America during the presidential campaign, which has twice as many members.

The chamber has also given its staff, especially senior leaders, incentives to push fundraising. They are now working, in effect, on a commission system: the more money they bring in, the more they are compensated.

Leaning right

Officially, the chamber is a bipartisan nonprofit organization, but over the last decade it has tilted decidedly toward the Republicans. During 2008, 86% of the spending by the chamber's political action committee went to Republicans. Far more was spent on issue ads, most supporting GOP candidates.

The chamber says it represents 3 million companies that pay dues to the national chamber or a local affiliate, though internal documents suggest the organization's treasury is filled in substantial part by contributions from a couple dozen major corporations most affected by Washington policymakers.

Tax records from 2008 show that 19 companies or individuals paid between $1 million and $15.3 million, providing a third of the chamber's total revenue that year. Because the chamber is a nonprofit, it must disclose donations, but not necessarily the identity of the donors.

The chamber insists that those donors remain anonymous.

Some labor-backed organizations, such as Working America, which has 3 million nonunion members nationwide, have also declined to release details of its donors, which suggests a rocky road for legislation to require more transparency.

New Polls Show Broad-Based Support for Immigration Enforcement
While pro-amnesty advocates increase their pressure on the Obama Administration to pass “comprehensive immigration reform,” recent polls show strong support for immigration enforcement, even among minorities, business executives, union members, and parishioners. In February, Zogby released the results of a survey of roughly 700 Hispanic, 400 African-American, and 400 Asian-American likely voters. The Zogby poll found that, when asked to choose between enforcement that would cause illegal aliens in the country to go home or offering them an amnesty, 52 percent of Hispanics, 57 percent of Asian-Americans, and 50 percent of African-Americans support the enforcement option. (CIS Backgrounder, February 2010). A Center for Immigration Studies (CIS) analysis of the poll results concluded that despite the perception that minority voters support amnesty as a monolithic bloc, the reality is that minorities “want enforcement and less immigration.” (Id.).
Another Zogby poll released in February illustrates the gap between pro-amnesty special interests and the people that these groups purport to represent. Special interest business groups like the U.S. Chamber of Commerce and the Essential Worker Immigration Coalition often team with special interest labor groups like the AFL-CIO and the Service Employees International Union to lobby Congress in support of amnesty and in opposition to immigration enforcement. However, the Zogby poll found that 59 percent of executives (e.g., CEOs, CFOs, etc.), 67 percent of small business owners, and 58 percent of union households support enforcement of our immigration laws over granting amnesty to illegal aliens. (CIS Backgrounder, February 2010).
In addition, a December Zogby poll of 42,026 likely voters similarly found that most parishioners and congregants would choose a policy of immigration enforcement that would cause illegal aliens to go home over an amnesty program. These results conflict with policies supported by many religious leaders, who have actively lobbied for passage of an amnesty. According to the Zogby poll, 64 percent of Catholics, 64 percent of “Mainline” Protestants, 76 percent of “Born-Again” Protestants, and a 43 percent plurality of Jews chose the enforcement option over amnesty. (CIS Backgrounder, December 2009).
One of the main reasons such a wide range of Americans favor immigration enforcement over amnesty is that the American people generally see illegal immigration as a strain on the U.S budget. A March 3 national telephone survey conducted by Rasmussen Reports found that “67 percent of U.S. voters say that illegal immigrants are a significant strain on the U.S. budget.” (Rasmussen Reports, March 3, 2010). Of voters polled, two-out-of-three (66 percent) said the availability of government money and services draw illegal immigrants to the United States and 68 percent said gaining control of the border is more important than legalizing the status of undocumented workers already living in the United States. (Id.). Of particular importance, 80 percent of voters said the issue of immigration will be somewhat important in determining how they will vote in the next congressional election; half (50 percent) said it will be very important to them. (Id.).

No letup in attack on jobs

A rash of new layoff announcements and government reports on job losses give the lie to the claims of the Obama administration and the media that the employment situation is “stabilizing.” Last Friday, the administration hailed the Labor Department’s report that US payrolls shrank by “only” 36,000 jobs in February and the official jobless rate remained at 9.7 percent as proof that its policies are working and the economy is recovering.
In fact, the so-called “recovery” is limited to the big banks and major corporations, which are profiting from trillions of dollars in taxpayer bailouts, virtually unlimited and cheap credit, and the use of mass unemployment to drive down wages and increase the exploitation of the working class. An unprecedented assault on the living standards of the vast majority of the American people is being carried out under the direction of the Obama administration, creating a social crisis without parallel since the Great Depression.
On Tuesday, the Labor Department reported that the official unemployment rate in January rose in 30 states. Sixteen states had jobless rates higher than the national average of 9.7 percent, including Michigan (14.3 percent), Nevada (13 percent), Rhode Island (12.7 percent), South Carolina (12.6 percent) and California (12.5 percent).
Unemployment in California, Florida, Georgia, North Carolina, South Carolina and Washington DC rose to the highest levels since records began in 1976.
A separate Labor Department report showed that mass layoffs (50 or more positions) increased nationally in January to 1,761, leading to at least 182,261 workers losing their jobs.
On Tuesday, Chevron, the second largest US oil company, announced it will cut 2,000 jobs, or more than 3 percent of its workforce. This follows a reduction of 2,000 jobs in 2009.
Exelixis, a company in South San Francisco, said it will lay off 270 workers—40 percent of its work force.
The Minnesota Department of Human Services announced a cut of 200 full-time mental health jobs.
These are only the latest in an ongoing wave of layoffs hitting every sector of the economy. Alongside job-cutting by private corporations, hospitals and state and local governments are shedding jobs at an accelerating pace in response to gaping budget deficits.
The American Medical News web site reported 13 mass layoffs at hospitals in January affecting 995 workers. Mass hospital layoffs announced in February included over 300 workers at St. Vincent’s Hospital in Manhattan, 268 full-time jobs at Forrest Park Hospital in St. Louis, and some 900 jobs at Jackson Medical System in Miami.
This week, the CEO of the Jackson system in Miami announced plans to close two hospitals and eliminate another 4,500 jobs—37 percent of the system’s workforce.
The overall workforce at US airlines shrank 3.2 percent in January compared to a year earlier, the US Department of Transportation announced Wednesday.
Across the US, in big cities, small towns and rural areas, schools are being closed and teachers laid off, college tuition is being raised and courses cancelled, bus routes—including school buses—are being eliminated, libraries are being closed, parks, swimming pools and other recreational and cultural facilities are being mothballed.
Utility shutoffs, with the inevitable consequence of deadly house fires, home foreclosures, hunger and poverty are rising.
The Obama administration and the Democratic-controlled Congress are doing nothing to provide serious relief for the unemployed or create new jobs to employ the jobless. They refuse to bail out cash-starved states and cities, having bailed out the banks to the tune of trillions of dollars, instead demanding that local governments carry out unprecedented attacks on basic social services.
The real attitude of Obama toward the working class was demonstrated in his public support for the mass firing of teachers in Rhode Island, after they resisted demands for longer work hours with no increase in pay. This goes hand in hand with a health care overhaul entirely focused on cutting Medicare and rationing health care for ordinary Americans, and the setting up of a bipartisan commission to prepare major and permanent cuts in entitlement programs—Medicare, Medicaid and Social Security—on which tens of millions of working people depend.
The administration and both parties reject out of hand any measures opposed by the banks and corporations—such as a public works program—to provide jobs for the unemployed. The so-called “jobs” bills working their way through Congress are nothing more than tax windfalls for business.
The assault on every aspect of life of working people is being carried out in the interests of a bankrupt system—capitalism—a system that subordinates social needs to the personal enrichment of a wealthy elite. In the US and around the world the corporate-financial elite is imposing brutal austerity measures to make the working class pay for the crisis of the profit system.
The trade unions function as adjuncts of the ruling class, devoting all their efforts to the suppression of popular opposition in return for a share in the spoils from the exploitation of the workers.
Anger and resistance are growing, not only in the US, but internationally. Over the past several weeks, strikes and mass protests have broken out across Europe in opposition to government austerity measures, dictated by the banks.
On March 4, tens of thousands of students and workers demonstrated in the US in opposition to education cuts. This was an initial expression of popular opposition that will grow in the coming months. If this opposition is not to be diverted and led into a blind alley, however, it requires a new perspective and program.
The basic needs of working people and youth are incompatible with the policies of the Obama administration and both political parties, and the capitalist system which they defend. The entire working class must be mobilized as an independent political force against Obama and the two-party system to reorganize society in accordance with social needs, not private profit.
On April 17 and 18, the Socialist Equality Party, its youth movement, the International Students for Social Equality, and the World Socialist Web Site are holding an emergency conference on the social crisis and war. This conference will discuss a new socialist strategy to unify the working class against war and the assault on jobs and social programs.

La Voz de Aztlan has produced a video in honor of the millions of babies that have been born as US citizens to Mexican undocumented parents. These babies are destined to transform America. The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.
