Gov. Schwarzenegger said California is facing “financial Armageddon”. He is making drastic cuts in the budget for education, health care and services. But there is one place he isn’t making cuts… services for illegal immigrants. These services are estimated to cost the state four to five billion dollars a year. More Californians disapprove of the job performance of Gov. Arnold Schwarzenegger than any governor in modern state history including Gray Davis, who was ousted by Schwarzenegger in a popular uprising, according to a Field Poll released today.
Seventy-one percent of California voters surveyed said they disapprove of Schwarzenegger's handling of the job, while 23 percent approve. The low ratings are shared across all demographics including party affiliation, region of the state, age and race or ethnicity.
"Schwarzenegger still has a persona that appeals to people, but the real problem is he's presiding over a terrible time in California history and he doesn't seem to have made it any better," said Field Poll Director Mark DiCamillo.
The governor's numbers are nearly identical to those of Davis in the run-up to the recall. In August 2003, 70 percent of California disapproved of how Davis did the job while 22 percent approved.
Schwarzenegger's low rating is driven by the severe economic downturn, DiCamillo said, while Davis touted his experience and competence when he ran for office only to be undermined by the energy crisis.

Aaron McLear, a spokesman for Schwarzenegger, said people are upset about the state's high unemployment rate, a dysfunctional budget system and "a state employee pension system that is crushing the rest of state government."
"People have a right to be frustrated, which is why we are working so hard to fix what is broken in Sacramento," he said.
Voter dissatisfaction is not limited to the governor. The Legislature has matched its all-time low approval rating of 13 percent and disapproval rating of 78 percent. Those numbers also are consistent throughout various demographics.
The lowest rating, though, is shared by voters between 40 and 60 years old. Those voters give the Legislature a mere 5 percent approval rating. DiCamillo said those are the voters who are most affected by the economic downturn, as they are largely family wage earners who are facing unemployment or salary cuts even as their home values and retirement accounts decline and their children probably are facing college tuition hikes.
"That segment - they're going to be the hardest to turn around," he said.
Barbara O'Connor, a professor of communication at Cal State Sacramento, said there is a significant amount of fear in the electorate about the future and people are focusing that anger on elected officials.
She said she was not surprised that people between 40 and 60 gave the lowest approval ratings of any demographic.
"They have lived through good government longer. They remember when government worked," she said.
Many leaders failing
O'Connor said the governor's ratings are due in part to the damaged economy, but she said the state has its own problems that cast a pall on every leader.
The governor's low rating "illustrates that despite good intentions, California's dysfunction is partisan neutral and that is why so many reformers have been arguing that we have to fix the systemic problems of California."
Schwarzenegger seems to have taken a personal interest in the problem of hyper partisanship, though. He and Davis have become friends and regularly dine together.
The poll surveyed 503 registered voters statewide from March 9-15 and has a margin of error of plus or minus 4.5 percentage points.

Another victory for American workers in Arizona. Yesterday, the Ninth Circuit Court of Appeals upheld the get-tough employer sanctions law in the state. The law hits employers who knowingly hire illegal aliens with strict penalties and in some cases even strips businesses of their licenses. A lower court upheld the same law in February. In California, League of United Latin American Citizens has adopted a resolution to declare "California Del Norte" a sanctuary zone for immigrants. Health Plan Means Bigger Deficits and Higher Taxes

As this is written, the lobbying of House Democrats on the health care bill is going on apace, and every hour brings news of another no vote converted to yes, or a yes vote switching to no.
Speaker Nancy Pelosi and the House Democratic leadership is expressing confidence that the jerry-rigged bill they've put together will pass -- which is evidence either that they have the 216-vote majority pretty well in hand or that, like any party's House leadership, they're professing confidence to prevent a stampede against them. Republicans are saying the Democrats haven't gotten to 216 yet but admit they're getting close.

At a rally Friday, Barack Obama called on critics to stop talking about public opinion polls or the messy legislative process and to focus on the specifics of the bill. O.K.
The first thing to be said is that it would vastly increase government spending. Democrats have been focusing on the Congressional Budget Office's (preliminary) finding that it would reduce the federal deficit. But that's misleading because the CBO is required to assume that Congress won't increase the Medicare reimbursement rate for doctors (the doc fix) as it has done every year for a decade -- and as the Democratic leaders may be planning to do permanently later this year.
Over the last 40 years, federal government spending has hovered around 21 percent of the gross domestic product. The Obama budgets have pushed that up to 25 percent. The health care bill threatens to keep it in that vicinity indefinitely. And that, as the CBO has said, means deficits around 5 percent of GDP as far as the eye can see -- or higher taxes. Pelosi and other Democrats have been eyeing a value-added tax, i.e., a national sales tax.
The bill begins the march to higher taxes. High earners will pay 3.8 percent more in Medicare tax, on top of a promised increase, from 35 percent to 39.6 percent, in their income tax rate. Economists of every ideological stripe agree that raising taxes in a recession will slow or prevent recovery. The bill also creates a 3.8 percent tax on interest and dividend income above certain levels beginning in 2013. That's another growth-killer.

ANYONE THAT HAS HAD AN EXPERIENCE WITH AN MEXICAN KNOWS WHAT UTTER CONTEMPT FOR THIS NATION THEY HAVE. WHAT WILL WE DO WHEN 38 MILLION OF THEM SIGN UP FOR SOCIAL SECURITY AND THEN HEAD BACK TO NARCOMEX? WE ARE MEXICO’S WELFARE AND PRISON STATE!

More important, in the long run the tax increases on high earners and supposed cuts in Medicare spending in this bill will not be available to solve the long-term fiscal problems of Social Security and Medicare. They will have been used up. What that will mean is this: A future Congress will have to scale back benefits or increase taxes on the middle class.
In his campaign and in the White House, Barack Obama has talked from time to time about solving the American government's long-term fiscal problems. The bill he is urging the House to pass will make that much harder.
This is unfortunate. Obama, elected with 53 percent of the vote and with large Democratic majorities in both houses, entered office better positioned to champion fundamental reforms in entitlement spending than any other president in the last three decades. The tenor of his campaign, and of the 2004 national convention speech that introduced him to the American people, suggested that he was disposed to do so.
On health care, he had an opportunity to address fundamentals by eliminating the tax preference for employer-provided health insurance established in 1943 that has made health care consumers and providers insensitive to costs.
There was even a bipartisan vehicle headed in that direction, co-sponsored by Democratic Sen. Ron Wyden and Republican Sen. Bob Bennett with a dozen bipartisan co-sponsors. Their idea was to provide universal private insurance coverage with premium support for low earners and to eliminate the tax preference whose benefits go disproportionately to high earners.
Obama chose to ignore this initiative and to hand off the task of crafting legislation to Democratic congressional leaders and committee chairmen. That process has produced monstrosities like the Cornhusker kickback that was in the bill before the House morphed it into an open-ended subsidy for high-tax, high-spending state governments.
The result is a highly unpopular piece of legislation that has gotten worse with each iteration, driving down the president's approval ratings and threatening an electoral disaster for members of his party next fall. The bill, if it passes, will threaten the economic recovery and make our long-term fiscal problems even

An attack on health care in the guise of reform

The vote Sunday night by the US House of Representatives to approve Obama’s health care overhaul was accompanied by declarations that the measure represents the greatest social reform in generations.
With predictable demagogy, Obama, in a statement following passage of the bill, hailed the measure as a historic reform a century in the making, a vindication of the “American dream” and proof that “government of the people and by the people still works for the people.”
(REALITY OF OBAMA’S CHANGE: )
After months of closed-door negotiations with insurance CEOs and pharmaceutical executives, Obama made the absurd claim that the measure came “from the bottom up.” In fact, the legislation was entirely dictated from the top. It represents the opening shot in a sweeping attack on health care for working people.
A staggering level of cynicism has been exhibited throughout the so-called health care “debate.” Evasions and outright lies have been utilized to conceal the real content of the bill. With its final passage, a media-led orgy of self-congratulation will no doubt follow.
In the end, what decided the bill’s passage was pressure brought to bear by the White House, acting on behalf of the most powerful sections of the financial elite.
There has always been a stark difference between the public appeal made by the Obama administration, accompanied by phony populist attacks on the insurance companies, and the fundamental strategic aims guiding the health care overhaul, which were worked out by Washington think tanks behind the backs of the American people.
Details on what is actually included in the legislation have deliberately been left vague. The public presentation by the administration and congressional Democrats is designed to conceal far more than what it reveals. Through no fault of their own, most people are largely in the dark as to what the implementation of the bill’s provisions will mean for them and their families. For all of Obama’s talk of the great debate over health care, there has been no serious or honest public discussion.
The main features of the bill include hundreds of billions of dollars in cuts to Medicare, and the requirement that individuals and families obtain insurance or pay a fine, thus providing a new influx of cash-paying customers for private insurance companies. Businesses are under no obligation to provide their workers with insurance, paying only minimal fines if they do not.
The government and the corporations are to a large extent absolved of any responsibility for funding health care, and the working population made to foot the bill.
Those elements of the overhaul which, within the framework of American liberal politics, were proclaimed to be absolutely essential—such as the public option—were abandoned long ago. They were initially included as a fig leaf, to make it easier for Obama’s liberal supporters to sell the scheme to the American people.
Concession after concession to the Republican Party was said to be necessary in order to obtain bipartisan support. But after it became clear that no Republican support would be forthcoming, rather than restoring the discarded provisions, new regressive measures were added.
A shameful agreement was reached with the most right-wing sections of the Democratic Party itself to further restrict abortion coverage. Final passage was secured through a deal with Democratic Representative Bart Stupak, an anti-abortion advocate from Michigan. Obama agreed to sign a last-minute executive order confirming that no federal funds would be used for abortions under the terms of the bill.
The executive order, as well as language in the bill itself, means that individuals receiving government subsidies—that is, the working class and the poorest layers of society—will be prevented from purchasing insurance that covers abortion.
This testifies to the political bankruptcy of the liberal and so-called “left” supporters of Obama. What they claimed for decades was the central issue necessitating support for the Democratic Party—the right to an abortion—was abandoned without a protest.
Comparisons to the passage of Social Security (in 1935) and Medicare (in 1965) proliferate in the media and in statements from the White House and congressional Democrats. When these landmark reforms became law, however, people were clear on their implications.
Enactment of Social Security meant that retirees would receive a monthly check in the mail. With Medicare, people knew that when they reached the age of 65 they would receive medical coverage under the government-run program. With this so-called “reform,” by contrast, nobody knows what to expect.
The earlier measures, like every social reform wrested from the American ruling class, were connected to broad social struggles. Enactment of Social Security came as a response to the mass movement of the working class for industrial unions. Medicare coincided with the civil rights movement, a wave of militant strikes, urban uprisings, and the initial stirrings of popular opposition to the war in Vietnam.
This measure has been drafted and imposed from above. It is entirely in line with the overall policy of the Obama administration.
The White House and Congress have responded with indifference and contempt as millions have been made jobless, lost their homes, and struggled to pay their rent and utility bills. While trillions of dollars have been allocated to bail out Wall Street, no meaningful measures have been taken to alleviate the catastrophe facing working class families.
All of Obama’s policies have been geared toward increasing social inequality. School closures and privatizations and mass teacher firings have been endorsed by his administration. General Motors and Chrysler were driven into bankruptcy in order to create conditions where the wages, working conditions and health benefits of auto workers could be savagely attacked.
The claim that the health care overhaul is an oasis of progress in this desert of social reaction is simply a lie. The experiences of millions of people—who have seen no sign that the government is in any way responding to their needs—have fueled well-deserved skepticism and outright opposition to the health care legislation within wide layers of the population.
The bill aims to deal with what is seen as a pressing problem for the ruling elite. While corporations, with the collaboration of the unions, have been able to drive down wages and increase productivity, they have not been able to put a brake on spiraling medical costs. These come in the form of increased costs for employee insurance coverage, as well as care for the poor and uninsured who seek medical treatment at emergency rooms and public clinics, thus driving up costs overall.
A solution to this problem for big business—one which is addressed by Obama’s health care restructuring—is to dump these more vulnerable sections of the population into bare-bones plans, where limitations are placed on more expensive and “unnecessary” tests, treatments and drugs. These will include stripped-down Medicaid plans, a gutted Medicare program where care is rationed according to “cost effectiveness,” and substandard plans available for purchase on insurance “exchanges.”
The health care legislation sets a dangerous precedent for a far broader assault on social programs, elements of which have already been put in motion by the administration. Last month, Obama established by executive order a bipartisan commission on deficits, which will propose measures to slash government spending on Medicare, Medicaid and Social Security.
In the coming period, when millions become clearer on the real implications of the health care bill, the brutal reality will inevitably provoke an enormous sense of betrayal and anger. This will set the stage for the emergence of new forms of struggle as people begin to consider the alternative to a corporate-controlled health care system—that is, one based on a socialist program that begins with basic human needs rather than corporate profit.
