Publicly Funded La Raza Group Expands

The influential Mexican La Raza group that’s received millions of federal tax dollars to promote its leftist, open-borders agenda has added several new branches to its growing network of community organizations dedicated to serving Latinos.

Among them is yet another public “charter” school that pushes a radical Chicano movement, known as “reconquista,” with a custom-designed curriculum financed by U.S. taxpayers. The plan is to conquer the American southwest, return it to Mexico and perform ethnic cleansing of Americans, Europeans, Africans and Asians.

The politically-connected, Washington D.C. group National Council of La Raza (NCLR) has helped further this agenda by expanding its operations nationwide with the generous help of Uncle Sam. This month the NCLR, which describes itself as the largest Latino civil rights and advocacy organization in the United States, announced the addition of seven affiliates to its network of 300 “community groups.” The new chapters are located in different parts of the country, including Minnesota, Maryland, Illinois, Michigan and Colorado.

Among them is a publicly-funded high school (“El Colegio”or The School) in Minneapolis with an innovative curriculum that focuses on ethnicity. “El Colegio” describes itself as a “Latino-focused” school that integrates experimental-based teaching strategies using Chicano, Mexican and Latino cultures and traditions. This month it became an official affiliate of the NCLR, which helps operate similar schools in other parts of the country.

Judicial Watch exposed this La Raza movement in American public education a few years ago in a special report focusing on a Southern California elementary school that specializes in bashing the U.S. and promoting the Chicano movement. That NCLR-backed school (Academias Semillas Del Pueblo) is a training ground for the Mexican reconquista agenda and is run by a Calexico-educated activist (Marcos Aguilar) who opposes racial integration and says Mexicans in the U.S. don't want to attend white schools or drink from white water fountains.

It may seem baffling that American tax dollars are wasted on such causes, but the explanation is rather simple. The NCLR is powerful and politically connected with leaders regularly attending congressional hearings and White House meetings. The group, which endorsed and campaigned for Obama in 2008, is also tight with the administration.

In fact, fact the president violated his own lobbyist ban to hire one of the NCLR’s top officials (Cecilia Munoz) as director of intergovernmental affairs. Munoz supervised all legislative and advocacy activities on the state and local levels and was heavily involved in the congressional immigration battles before Obama issued an “ethics waiver” to make her part of his administration.

Obama’s first Supreme Court appointee, Sonia Sotomayor, was also a member of the NCLR and the group was quick to thank the president for the “historic appointment,” which it called a “monumental day for Latinos.” No wonder, in its latest press release announcing new affiliates the NCLR points out that its “impact continues to grow on a daily basis.”

The United States government is funding the National Council of La Raza with our tax dollars. La Raza, which literally means in Spanish “The Race,” is a radical organization that advocates open borders and amnesty for illegal aliens. I pulled and analyzed the tax return Form 990, the form filed by 501(c) 3 organizations to the IRS, and here is what was reported:



Government Grants (contributions) to the National Council of La Raza



2008 Tax Returns, (October 1 2008 to September 30, 2009) $5,136,535



2007 Tax Returns $3,458,351



2006 Tax Returns $3,353,319



Three Year Total $11,948,205



What do people get paid at La Raza?



According to the 2008 tax returns seventeen people listed as officers, directors, trustees, key employees and highest compensated employees of the National Council of La Raza have an income ranging from $119,675 to $378,446, the latter of which goes to Janet Murguia, president and CEO.



To put that income figure in perspective a rank and file United States Senator makes $174,000. A United States Marine Sergeant with five years of service earns a base salary of $29,376, including the raise received for 2011.



Lobbying:



Part II, Section 1b indicates lobbying expenditures to influence a legislative body amounted to $550,787.



Section 1g indicates lobbying expenditures to “Grassroots nontaxable amount” of $250,000.



Here is the quick analysis: The US government pays La Raza to lobby the US government for money.



The United States of America is facing a multitude of critical issues. Two of those issues are wasteful government spending and illegal immigration. Cutting funding for the National Council of La Raza would begin to help in both of those issues.

In 2005, the Latino group known as La Raza (The Race) was given $15.2 million in U.S. federal grants. La Raza also received an additional $4 million in so-called 'earmarks' tucked into the 2005 Housing Bill, which our Congress passed and President Bush signed. Karl Rove was one of the keynote speakers at this year's annual National Council of La Raza Conference. The event was held in Los Angeles (the eventual capital of Atzlan). Other speakers included Jesse Jackson, Bill Clinton, and the virulent racist L.A. Mayor Antonio Villaraigosa. The fact that Karl Rove is the President's top political adviser and addressed the group with Bush's blessing, is a strong indicator that this nation is being subverted at the very highest levels. If La Raza was a white supremacist group with equally deep pockets, the U.S. government would place them on a terrorist watch list, infiltrate them with undercover FBI agents, and subject them to constant harassment by the Internal Revenue Service. Eventually, the group's leaders would be jailed and the group itself would be rendered irrelevant. However, because La Raza is a Latino supremacist group, the Bush administration and most of Congress offer them financial support!

663 Illegal Aliens From Countries With Ties to Terrorism Arrested Along Southwest Border in 2010, Senator Says

Washington (CNSNews.com) - Sen. John Cornyn (R-Texas), speaking at a conference on border issues Thursday, said 663 individuals arrested along the southwest border in 2010 were from countries designated as “special interest” or from countries known to have ties with terrorism.



“It’s not just that we’re seeing immigration across our southern border from countries like Mexico -- people seeking to work and provide for their families,” said Cornyn, a member of the Senate Judiciary subcommittee on homeland security and terrorism. “Indeed in the last year alone -- where 445,000 individuals were detained at the southwest border -- 59,000 came from countries other than Mexico.

“These included 663 individuals from special-interest countries like Afghanistan, Libya, Pakistan, Somalia, and Yemen and four countries that have been designated by the U.S. Department of State as state-sponsors of terror – Cuba, Iran, Syria, and Sudan,” Cornyn said.

Special interest countries are those whose citizens are subject to enhanced screening by the Transportation Security Administration on U.S.-bound flights as a result of the attempted Christmas Day bombing of Northwest Flight 253.

The U.S. Border Patrol, which falls under the Homeland Security Department, is charged with apprehending aliens attempting to illegally cross U.S. borders. As CNSNews.com previously reported, in fiscal year 2010, around 84 percent of the approximately 448,000 illegal aliens arrested by the U.S. Border Patrol were not prosecuted.

After delivering his remarks at the 15th annual U.S.-Mexico Congressional Border Issues Conference, Sen. Cornyn told reporters he asked the Director of National Intelligence whether the apprehension of the 663 individuals was national security vulnerability. “He said yes it was, so we need to do more,” Cornyn said.

What the Obama administration is doing to secure the border more is “obviously not enough,” he added.

During his speech, Cornyn criticized the Obama administration’s border security efforts, saying that Homeland Security Secretary Janet Napolitano talks about the resources that have been devoted to border areas -- the so called ‘inputs’ – “where I’m really more interested in what the results, or the outputs, are.”

Napolitano, who also spoke at the event, said “taken as whole, the manpower, the technology, the resources, represent the most serious and sustained action to secure the border in our nation’s history, and it’s clear from every statistical measure that the approach is working.”

Napolitano called Border Patrol apprehensions a “key indicator of illegal traffic” along the U.S. borders, and she noted the apprehensions have decreased 36 percent in the past two years and are less than one half of what they were at their peak.

Sen. Cornyn suggested that a border security strategy should have a coordinated “interagency approach,” where the various federal entities charged with security along the border are working together and complementing one another.

He also said that a “good” border security strategy “should be resourced appropriately.”

The annual border conference took place on Capitol Hill and was sponsored by the U.S.-Mexico Chamber of Commerce.

Eight Out of Ten Illegal Aliens Apprehended in 2010 Never Prosecuted, Says Border Congressman

Washington (CNSNews.com) – An illegal alien apprehended by the U.S. Customs and Border Protection agency during the last fiscal year had an estimated 84 percent chance of never being prosecuted, according to figures compiled by the office of Rep. John Culberson (R-Texas).

Culberson submitted the figures for the record during a hearing Wednesday of the House Appropriations subcommittee on homeland security.



Of 447,731 illegal aliens apprehended by the U.S. Border Patrol during fiscal year 2010 (which ended last September), only 73,263 (16.4 percent) were prosecuted, according to the submitted data. That means that 374,468 illegal aliens that were taken into custody (83.6 percent) were never prosecuted

NYT Gets Back on Amnesty-for-Illegals Hobby Horse

The lead story of Wednesday’s National section featured the paper’s favorite hobby horse, the failed “Dream Act” that would have granted amnesty to hundreds of thousands of student illegals.



Back in December, beat reporter Julia Preston lamented the “painful setback” suffered by illegals when the Senate voted to block the Dream Act. Preston followed up Wednesday with “After False Dawn, Anxiety for Students Who Are Illegal Immigrants.”

It was exhilarating for Maricela Aguilar to stand on the steps of the federal courthouse here one day last summer and reveal for the first time in public that she is an illegal immigrant.



“It’s all about losing that shame of who you are,” Ms. Aguilar, a college student who was born in Mexico but has lived in the United States without legal documents since she was 3 years old, said of her “coming out” at a rally in June.



Those were heady times for thousands of immigrant students who declared their illegal status during a nationwide campaign for a bill in Congress that would have put them on a path to legal residence. In December that bill, known as the Dream Act, passed the House, then failed in the Senate.



President Obama insisted in his State of the Union address and in interviews that he wanted to try again on the bill this year. But with Republicans who vehemently oppose the legislation holding crucial committee positions in the new House, even optimists like Ms. Aguilar believe its chances are poor to none in the next two years.



That leaves students like her who might have benefited from the bill -- an estimated 1.2 million nationwide -- in a legal twilight.



Preston employed the Times’ favorite melodramatic liberal phrase, describing illegals as cowering “in the shadows” (never mind all those photos and public demonstrations of illegal immigrants that make the news pages of the New York Times). She also put an emotional liberal spin on legislation.

Illegal immigrants also face new restrictions many states are imposing on their access to public education, driver’s licenses and jobs. And for those like Ms. Aguilar who came out last year to proclaim their illegal status, there is no going back to the shadows.

Hostility toward illegal immigrants has grown in many states. Lawmakers in Georgia and Virginia are considering measures to ban illegal immigrants from all public colleges. Bills to deny state resident tuition rates to illegal immigrants are under consideration here in Wisconsin, as well as in Arkansas, Kansas, Nebraska and Indiana. Only a few states, like Colorado and Maryland, are going the opposite direction, debating measures to allow illegal immigrants to pay the lower in-state tuition rates.



Preston concluded with the sob story of José Varible, a young illegal immigrant from Mexico “with a knack for technology hardware.”

Combined with his new exposure as an illegal immigrant, he said, those limitations sometimes sink him into depression. He has even considered moving to Australia.



“You know, the thing is, I just don’t feel welcome here,” he said. “You cannot live as an undocumented immigrant.”

Carlos Slim Widens Lead as World’s Richest Man

When it comes to the race for money, Carlos Slim Helú, the world’s richest man, has surged even further into the lead. The Mexican billionaire accumulated an additional $20.5 billion over the last year, bringing his total fortune to $74 billion, according the Forbes annual rankings of the world’s billionaires.

Mr. Slim has held the top spot since last year, when he pushed aside the two past leaders, Bill Gates and Warren E. Buffett. Still, both men added $3 billion to their wealth since the last Forbes billionaires survey. Mr. Gates, the richest man in the United States, is worth $56 billion, while Mr. Buffett is worth $50 billion, according to the magazine.

Forbes attributes the stunning gains in Mr. Slim’s estimated wealth to 19 percent rise in the Mexican stock market, a stronger peso and successful mining and real estate spin-offs from his conglomerate, Grupo Carso. The magazine notes that his family’s stake in América Móvil, the giant Latin American wireless operator, accounts for 62 percent of his fortune. Mr. Slim also owns significant stakes in other companies, including the retailer Saks and the New York Times Company.

There has been a major shift toward pro-enforcement policies in the United States, diminishing the prospect of amnesty for illegal immigrants.

Critics of pro-enforcement policies allege that is anti-immigrant, but that couldn’t be further from the truth. Favoring the rule of law isn’t mean-spirited or racist - it is the very foundation of the United States and is at the core of why America can welcome immigrants.

We have by far the most generous legal immigration system in the world, admitting 1 million immigrants each year. That has always been a net benefit for the United States. However, illegal immigration puts a strain on our economy, schools and hospitals and even poses serious national security threats. Enforcing all of our laws - including immigration laws - is critical to our success and sovereignty as a nation.

Immigration laws do not discriminate against individuals based on their color, creed, gender or ethnic background. Instead, the law makes a distinction between law-keepers and lawbreakers. A crime is a crime, no matter who commits it.

Many pro-enforcement policies actually would reduce discrimination. Take E-Verify, for example. This remarkably successful program enables companies to hire legal workers by verifying the Social Security numbers provided by new employees. E-Verify does not ask ethnicity or race. It simply makes sure the person’s name, date of birth and Social Security number or alien identification number match. If they do, the process is over. If they don’t and the person has a legal right to work in the United States, the employee then has an opportunity to resolve the discrepancy, which most do successfully within a few days.

E-Verify opens up job opportunities for citizens and legal immigrants by turning off the jobs magnet that encourages illegal immigration. If illegal immigrants can no longer live and work in the United States, many will simply return home voluntarily, and taxpayer dollars will be saved.

According to the Federation for American Immigration Reform, illegal immigration costs American taxpayers $113 billion annually. This amounts to $1,117 per household to pay for the health care, education, welfare and incarceration of illegal immigrants.

Illegal immigration drains states’ budgets, too. California is expected to have a $25 billion budget shortfall by June 2012. At the same time, illegal immigration costs the Golden State nearly $22 billion each year. If immigration laws were fully enforced, California’s budget deficit would nearly be eliminated.

Pro-enforcement supporters believe it is wrong for Americans to bear these exorbitant costs. By reducing the flow of illegal immigrants into the United States, we can reduce the financial burden on American taxpayers.

Critics say pro-enforcement policies harm the Republican Party’s future with Hispanic voters, but the facts prove otherwise.

The November midterm election results repudiated the open-borders philosophy and revealed a promising future for the Republican Party. Exit polls showed 38 percent of Hispanic voters cast ballots for House Republican candidates. This historically high level of Hispanic support for Republican candidates came despite widespread pre-election claims by advocates for illegal immigration that a new Arizona immigration law and a pro-rule-of-law stand would undercut Hispanic support for Republicans.

Those against the pro-enforcement movement also use inaccurate generalizations insinuating that Hispanic voters support amnesty. In fact, many Hispanic voters support efforts to enforce our immigration laws. Republican Latino candidates in Florida, New Mexico and Nevada - all of which have large Hispanic populations - won statewide races while calling for enhanced border security and enforcement of immigration laws instead of amnesty.

The pro-enforcement movement is not strictly Republican - it is American. And it is not anti-Hispanic - it is pro-rule-of-law. Time and again American voters have overwhelmingly defeated amnesty attempts, including the 2007 comprehensive immigration reform and last year’s push for the DREAM Act. To attract even more Hispanic voters in the future, Republicans should continue to emphasize our shared values of economic opportunity, national security and education.

The same goes for immigration laws. Amnesty sends the message to illegal immigrants and illegal border-crossers that we do not take our immigration laws seriously. That undoubtedly would lead to unsustainable levels of illegal immigration. We are a nation of immigrants, but in order to sustain the high levels of legal immigration we have, immigration laws must be enforced. Allowing millions to evade our laws is unfair and hurts American workers and taxpayers.

Mexican drug gangs 'spread to every region of US'



Mexican heroin production is growing

Mexican drug gangs have expanded their activities in the US with heroin production doubling in 2008, the US justice department says in a report.

Despite US funding for the war on drugs, trade in marijuana, ecstasy and methamphetamine also grew, the National Drug Threat Assessment said.

The report found that Mexican groups were active in every region of the US.

Gangs were moving an estimated $40bn (£27bn) in cash back into Mexico across the border each year, it added.

Mexico has long been the main conduit for illicit drugs smuggled into the US but this report suggests that the efforts to halt the flow on both sides of the border have had only a limited impact, the BBC's Richard Lister reports from Washington.

In 2007 the US pledged $1.4bn (£0.9bn) over three years to fight the drugs cartels but the following year heroin production in Mexico rose from 17 to 38 metric tons.

This, the report says, led to lower heroin prices and more overdose deaths in the US.

Network growth

The report found that Mexican heroin was poised to take a "more significant share" of the market in US cities where South American heroin has traditionally dominated.

For Asian heroin, the US continued to be a secondary market, it said.

The assessment says that Mexican drug suppliers have increased their co-operation with American street and prison gangs to expand their distribution networks.

Speaking in Mexico City earlier this week, US Secretary of State Hillary Clinton called for more efforts to tackle the social issues such as poverty that fuel the drugs trade.

Mexico, which has some 50,000 troops engaged against the cartels, has suggested that American money and equipment has not arrived quickly enough.

U.S. arrests 2,000 in Mexican drug trafficking probe

Law enforcement agencies have arrested more than 2,000 people in a 22-month investigation targeting Mexican drug trafficking organizations in the United States.



The probe, called Project Deliverance, focused on the transportation of methamphetamine, cocaine, heroin and marijuana along the Southwest border.



Over 400 of the 2,000 arrests were made Wednesday. Atty. Gen. Eric Holder is scheduled to hold a news conference on the operation Thursday.



The Drug Enforcement Administration, the FBI and Immigration and Customs Enforcement worked on the effort with state and local law enforcement agencies.

Eight Out of Ten Illegal Aliens Apprehended in 2010 Never Prosecuted, Says Border Congressman

Washington (CNSNews.com) – An illegal alien apprehended by the U.S. Customs and Border Protection agency during the last fiscal year had an estimated 84 percent chance of never being prosecuted, according to figures compiled by the office of Rep. John Culberson (R-Texas).

Culberson submitted the figures for the record during a hearing Wednesday of the House Appropriations subcommittee on homeland security.



Of 447,731 illegal aliens apprehended by the U.S. Border Patrol during fiscal year 2010 (which ended last September), only 73,263 (16.4 percent) were prosecuted, according to the submitted data. That means that 374,468 illegal aliens that were taken into custody (83.6 percent) were never prosecuted

Mother’s Call Led to Rescue of 10 Children From Smugglers in Phoenix, Officials Say

PHOENIX — It could have been mistaken for a day care center, with so many children of all ages inside. But the authorities said that the crowded house in a working-class neighborhood here was really a drop point for a human-smuggling operation and that the 10 children, ages 2 to 17, were illegal immigrants being held for ransom.

The mother of three of the girls — a Salvadoran women who is living legally in Northern California — alerted the authorities to the operation late last week when she told the F.B.I. that smugglers had threatened to rape and kill her daughters if she did not pay $10,000. The girls are ages 12, 14 and 15.

The police in Phoenix found the house, on South Seventh Street, and raided it on Thursday night. They found what has become an all too common sight in Phoenix: a large group of migrants being held against their will.

This time, though, most of those inside were crying babies and scared teenagers from Mexico and Central America, all but one of them unaccompanied by an adult.

They had been fed and did not appear to have been hurt, the authorities said. But the smugglers had refused to release them, even though their families had paid thousands of dollars to get them into the United States, until more money was handed over.

“We haven’t seen anything like this before,” said Capt. Fred Zumbo, who leads the Arizona Department of Public Safety’s illegal immigration task force. “Imagine what these children went through.”

The authorities arrested a man and a woman, Jaime Cruz Gutiérrez, 44, and Olga Marino Fuentes, 41, both Mexican citizens, on charges of kidnapping, extortion and smuggling humans for a profit.

Television footage from inside the bungalow showed food in the cupboard and diapers, clothes and trash strewn across the floors. There was a big-screen television in one room, and dozens of DVDs. The children sat huddled on the ground in front of the house as the police interviewed them in the hope of tracking down other smugglers.

The authorities said the parents had probably crossed the border illegally and arranged with the smugglers to have the children follow, officials said.

Only one of the 10 children, a 15-year-old Mexican girl, had been in the house with her mother. They were to be deported, the authorities said.

The three sisters whose mother alerted the authorities were awaiting a ruling from an immigration judge on whether they could remain in the country.

The other children were given shelter in group homes as officials sought to find their parents.

Mexicans Say Amnesty Will Boost Illegal Immigration

If President Obama keeps his promise of giving the nation’s 12 million illegal aliens amnesty it will encourage more Mexicans to enter the United States, according to residents of the struggling Latin American country who are undoubtedly rooting for the commander-in-chief’s plan.

The majority of illegal immigrants in the U.S. are from Mexico therefore the president’s reprieve project will greatly affect that nation. Two-thirds of Mexicans say they know someone living in the United States and around one-third have an immediate member of their household or close relative living in the U.S.

A majority of those residing south of the border say legalizing their undocumented countrymen will inspire more Mexicans to head north, according to a recent survey conducted by an internationally known polling and market research company. A vast majority of Mexicans with a relative in the United States said a legalization program would make people they know more likely to go to America illegally.

The results of the survey were made public this week by a research organization dedicated to studying the economic, social, fiscal and demographic impacts of immigration in the U.S. It reveals that nearly one-third of Mexican residents (nearly 40 million people) would like to live in the U.S. and if there was an amnesty a large number would come illegally with the hope of qualifying for a future exoneration.

An amnesty, therefore, would stimulate more illegal immigration which is the last thing this country needs. Furthermore, rewarding those who have violated our nation’s laws with coveted U.S. residency and possibly citizenship demeans the system, especially for those who follow the appropriate steps to come lawfully.

It’s bad enough that U.S. taxpayers annually dish out billions of dollars to educate, medically treat and incarcerate illegal aliens who are, in many cases, depleting local governments. Los Angeles County alone spends more than $1 billion a year, including $48 million a month in welfare costs, to provide services for illegal aliens. The crisis is hardly limited to border states, which have traditionally been the most impacted. Georgia’s skyrocketing illegal population costs taxpayers nearly $2 billion a year.

Reporting from Mexico City — A 14-year-old boy who says he's been killing or working for drug cartels since he was 11 has been captured by the Mexican army after a monthlong hunt, authorities said Friday.

Edgar Jimenez Lugo, who authorities said was born in San Diego, was wanted on suspicion of killing rivals — allegedly beheading some of them — as part of his work for an especially violent drug-trafficking cartel.



Jimenez was attempting to board a flight for Tijuana with two sisters Thursday night when authorities detained him in Morelos state south of Mexico City. They were apparently planning to flee the country after the boy's alleged exploits made headlines last month.

"I've killed four people by chopping off their heads," the boy reportedly said after his capture. "I just cut off their heads; I never went and hung the bodies from bridges or anything like that."

Jimenez, alias El Ponchis, was quoted in media reports as saying he had been forced to work for a faction of the Beltran Leyva drug cartel under pain of death ever since henchmen from the group kidnapped him three years ago. He said he was usually high on drugs as he killed.

Marco Antonio Adame, the governor of Morelos, said in a news conference that Jimenez was a U.S. citizen by virtue of his San Diego birth.

The story of the boy had become something of a cause celebre here when it first emerged several weeks ago. Rumors abounded that he was a ruthless decapitator and that some of his work had been videotaped. (Initial reports erroneously put his age at 12.) Mexican media immediately dubbed him "the boy killer" and "the hit boy."

Photographs from Morelos on Friday showed a skinny Jimenez, dressed in baggy cargo pants and a black sweatshirt, standing between two well-armed soldiers in camouflage. His hands are stuck in his pockets and his head barely clears their shoulders.

The drug gang he allegedly worked for, the so-called South Pacific Cartel, has been locked in deadly battle with another Beltran Leyva faction for control of the city of Cuernavaca and other parts of Morelos — a dispute that erupted following the killing of drug boss Arturo Beltran Leyva by Mexican forces a year ago. More than 300 people have been killed in the conflict.

Jimenez reportedly ran with a group of boys and men ages 12 to 23 and represents a trend of ever younger Mexicans working for the cartels as killers, mules and enforcers and in other capacities. If judged guilty, the boy would be the youngest cartel killer known to be in prison.

His age poses a legal dilemma for Mexican authorities, who on Friday were scrambling to figure out which laws and agencies would handle a minor suspected of such egregious crimes.

Also Friday, in another setback for Mexican attempts to put away drug traffickers, a judge acquitted the nicknamed "Queen of the Pacific" of numerous drug-related charges. Sandra Avila Beltran has been in jail since her capture in 2007, accused of serving as a key link between the Sinaloa cartel and its Colombian counterparts. Immigrant criminality represents perhaps the worst abuse of the liberty aliens enjoy in the United States. Increasingly, the government closest to the people either finds its hands tied or cravenly abrogates its responsibility to fellow Americans within its jurisdiction. Moreover, the illegal element exacerbates the economic and other burdens caused by legal immigration.

The current high rate of sustained, mass immigration—more than one million legal immigrants plus half a million illegal aliens every year—forces many states and localities into turmoil. The illegals certainly live outside the obligations that those who live under the "consent of the governed" owe to each other: While the principles of the Declaration of Independence guarantee all human beings certain natural and unalienable rights, only parties who have consented to our government deserve the full rights of citizenship. Illegal immigrants are not part of the social contract giving legitimacy to this government. American citizens have not given their consent to higher taxes, crowded schools, jammed emergency rooms, clogged roads, unlawful turning of single-family homes into hotels or apartments into tenements, forced multicultural amenities such as bilingual education and multilingual ballots, or welfare and other services subsidizing poverty-prone immigrants. Above all, they never consented to higher crime rates.



While anyone who decries illegal immigration is required to distinguish it from legal immigration, the effects of legal immigration should first be noted. Robert Samuelson recently wrote in his Washington Post column that "Hispanics account for most of the increase in poverty" since 1990. "Compared with 1990, there were actually 700,000 fewer non-Hispanic whites in poverty last year . . . . Meanwhile, the number of poor Hispanics is up by 3 million since 1990. The health insurance story is similar. Last year 13 million Hispanics lacked insurance. They're 60 percent of the rise since 1990." And of course a growing proportion of the Hispanic population is immigrants poorer than their predecessors. Samuelson remarks that the black poverty rate in this period has actually dropped, from 32 to 24 percent.

To add to Samuelson's observations, consider the reports from the Center for Immigration Studies by its Steven Camarota and Harvard's George Borjas detailing the negative economic impact of recent immigrants on native-born wages and employment. Illegal immigrants impose an even greater burden, because they pay few taxes and they drain public services such as health care, education, and other benefits of the welfare state. While many federal programs deny assistance to illegals, many state and local programs and privileges are open to them. The National Academy of Sciences found in a 1997 landmark study that immigrantheaded households in 1994-1995 placed a net annual fiscal burden on California native-born residents of $1,178 per native household.That is, each American family in California subsidized that state's immigrant population by nearly $1,200 a year.

The NAS report also said fiscal impacts tend to benefit the federal government and drain state and local government resources. "Much like anyone else in the population, immigrants use services that are costly to provide, or that others can use less freely—so-called congestion costs. Examples include services from roads, sewers, police and fire departments, libraries, airports, and foreign embassies." Therefore, having a much larger immigrant population (29 percent of the U.S. foreign-born, a fourth of the State's population) bloats California's budget significantly.

The national government has exclusive power over immigration, and it has mandated certain public benefits for immigrants, legal or illegal, such as public education (see the 1982 Supreme Court case, Plyler v. Doe). States and localities then bear the costs and consequences of all immigration.And they respond differently, with differing consequences for their people.

The Florida legislature rejected a bill issuing driver's licenses to illegal aliens. Kansas state legislators voted to give illegal aliens instate college tuition. Alabama and Florida state police work closely with federal immigration enforcers. New York, Los Angeles, and Chicago have "sanctuary" policies that keep city employees, even police, from asking about immigration status. An Idaho county commissioner billed Mexico for the $2 million illegal aliens owe for county services.

The impact is seen particularly in crime: Record-high auto thefts in Arizona, drug trafficking in Salt Lake City, human smuggling rings in Los Angeles, D.C. sniper Lee Malvo, money laundering, prostitution, gang murders, and even slavery. Immigration authorities estimate that 84,000 state inmates are aliens, though state and local figures on foreign-born prisoners are hard to come by. At least three quarters of these immigrant state inmates are in Arizona, California, Florida, Illinois, New Jersey, New York, and Texas—the top immigrant destinations.

Police officers at the local or state level are the law enforcement officials most likely to encounter illegal aliens. Local residents are the crime victims of these aliens. Local, county, or state jails house many of the foreign criminals. Local, county, or state criminal justice systems try these lawbreakers. And local, county, and state taxpayers pay the costs of law enforcement and criminal justice associated with the crimes that immigrants, legal and illegal, commit.

Figures for 1999 State Criminal Alien Assistance Program compensation show claims of $1.5 billion in documented costs incurred by state corrections and local jails for covered aliens. County governments face a special burden, a 2001 report by 24 Southwestern border counties calculated. They spent, from general funds, $894 million on law enforcement and criminal justice in fiscal year 1999. Many of the costs that criminal aliens impose on all state, county, and municipal jurisdictions are not represented in such figures. To cite just one California example, San Diego now spends $50 million a year to handle illegal criminal aliens.

The underworld network built up by millions of alien lawbreakers, who by and large have no fear of capture or of being held accountable, enabled the September 11 terrorists to operate undetected. Latino illegal aliens in Northern Virginia helpfully showed several of the terrorists the ropes on how to secure Virginia driver's licenses fraudulently.

The advancement of "political correctness" and multiculturalism has caused politicians to be less willing to challenge limitations on their authority over resources. Local and state politicians in heavy immigrant-receiving areas have instead expanded immigrant eligibility for public benefits, welfare, assistance programs, health care programs for those without private insurance, and driver's and other licenses. Some states and localities have begun to accept the Mexican matricula consular ID card, though it has been determined to pose a great risk to U.S. national security. Even before the recently reported crossing of 25 Chechens into Arizona, authorities knew that the illegal aliens pose a national security problem.

Dealing with current levels and quality of legal immigration is an immense problem by itself. But it is clear that until alien criminality of every kind is punished, swiftly and surely, Americans who must live with the consequences will continue to suffer higher taxes, lower quality of life, higher threat and fear levels, and less actual safety.

Considering the racist agenda of La Raza, giving federal funds to this group is tantamount to the U.S. funding the Nazis in the 1930's. The comparison to the Nazi Party is well deserved. La Raza openly supports pushing all but Latino Americans out of a portion of the United States (ethnic cleansing), they call for 'Reconquista' or the re-conquest of the American Southwest by Mexico (the re-occupation of the Sudetanland), and the establishment of 'Atzlan' which is the utopian all-Latino version of the American Southwestern states (Adolf Hitler planned to called his utopia Germania).

Inside the halls of Congress, the practice is known as discretionary funding...In the real world it is known as money laundering! In 2005, $7.9 million was stolen from the American taxpayers and given out to Latino-only charter schools in the form of U.S. Department of Education grants. The National Council of La Raza (NCLR) is not only one of the wealthiest and most politically powerful militant organizations in the country, it is also notoriously racist and subversive. The group's name, "La Raza," means "The Race," by which they are referring to ethnic Mexicans, or more broadly to "hispanics" or "latinos." And it is quite clear from their decades of vitriolic rhetoric — both spoken and written — that the La Raza activists are trying to engender not only race consciousness amongst hispanic U.S. citizens and Mexican migrants, but also racial militancy and animosity toward "Gringo America."

The NCLR grew out of the La Raza Unida (The Race United) Party and the Southwest Council of La Raza in the late 1960s and early 1970s. The key leaders were Marxist-Leninist followers of Fidel Castro and Che Guevarra.

Arizona Senate Rejects 5 Bills On Immigration

PHOENIX (AP) — The Arizona Senate soundly defeated five bills aimed at illegal immigration on Thursday in a marked departure from last year, when enactment of a tough local enforcement measure put the state at the heart of a fierce national debate over the issue.

Majority Republicans were split over the bills, which included two measures intended to force a United States Supreme Court ruling against automatic citizenship for American-born children of illegal immigrants.

Business leaders had been urging lawmakers to put the issue aside to avoid damaging the ailing economy.

“It’s time for us to take a timeout,” said Senator John McComish, a Phoenix Republican. “It’s something that the people don’t want us to be focusing on.”

Critics also said the bills were overreaching and flawed. Supporters voiced frustration and said there could be political fallout for lawmakers who voted against them.

“The lack of political courage” is the only impediment to step up pressure on illegal immigration, said Senator Russell Pearce, a Republican who sponsored the 2010 law.

One of the bills would have required hospitals to report people who lack insurance and cannot demonstrate legal status. Another would require schools to report on enrollments of illegal immigrant students. The fifth would have made it a crime for illegal immigrants to drive in Arizona.

Eight Out of Ten Illegal Aliens Apprehended in 2010 Never Prosecuted, Says Border Congressman

Washington (CNSNews.com) – An illegal alien apprehended by the U.S. Customs and Border Protection agency during the last fiscal year had an estimated 84 percent chance of never being prosecuted, according to figures compiled by the office of Rep. John Culberson (R-Texas).

Culberson submitted the figures for the record during a hearing Wednesday of the House Appropriations subcommittee on homeland security.



Of 447,731 illegal aliens apprehended by the U.S. Border Patrol during fiscal year 2010 (which ended last September), only 73,263 (16.4 percent) were prosecuted, according to the submitted data. That means that 374,468 illegal aliens that were taken into custody (83.6 percent) were never prosecuted

New statistics from the Department of Public Social Services reveal that illegal aliens and their families in Los Angeles County collected over $37 million in welfare and food stamp allocations in November 2007 – up $3 million dollars from September, announced Los Angeles County Supervisor Michael D. Antonovich. Twenty five percent of the all welfare and food stamps benefits is going directly to the children of illegal aliens.
